Issuer ID for Index File

Question:


It was proposed that the Issuer ID (first 5 digits of the HIOS Plan ID) be added to the Index File to clearly identify whose data is contained within the json files without having to inspect the file.  Is the assumption then that an index file would always be a 1 to 1 relationship with the issuer ID?  Meaning, you wouldn’t put multiple issuers in the same index file?


Answer:


index.json files can contain references to any number of issuer data. If you wish to break them up by issuer, you can, or you can reference plans.json files for multiple issuers within a parent organization in a single file. For compliance and reporting reasons, separate issuers who do not share a parent organization should not share a single index URL.
When submitting an index.JSON URL for multiple issuers within a parent organization that are sharing a single index URL, all issuer IDs should be listed as comma separated values in the submission form field for Issuer ID.
