Answer:
The location of the index.json file should be communicated to CMS using the form at https://marketplace.cms.gov/submission/ .If the Issuer's index file location changes, the form can be resubmitted with the checkbox marked to indicate that it has moved. The checkbox is labeled "Check this box if this URL is replacing a past submission for this Issuer."

The index file should only be resubmitted if the Issuer's index file location has changed or the technical contact has changed. Please ensure that it is resubmitted with the checkbox marked to indicate that it has moved.
