What if the issuer does not plan to submit any more than just individual plans.json, providers.json, and drugs.json files and not split them further?
Answer:
The index file is always required. The index file communicates the location of all of the issuer's files for plans, providers, and drugs and is how the data crawl functions, so it is always required. It must be properly formatted for your files to be accessible.
